(A) A sampling well(s) of a design approved by the Director must be furnished and installed by designated industrial user to facilitate inspection, sampling and flow measurements. The sampling well(s) must be located in an accessible location and the location must be designated by the Director.
(B) Unrestricted access to the sampling well(s) must be provided to authorized personnel of the city or its duly authorized representative at all times.
