The purpose of this chapter is to control and regulate sewage, liquid waste and industrial waste discharges directly or indirectly into the city's sewer system. This chapter enables the city to comply with applicable federal and state laws required by the Clean Water Act, 33 U.S.C. §§ 1251 et seq., as amended, and the General Pretreatment Regulations for Existing and New Sources of Pollution (the "General Pretreatment Regulations") (40 CFR Part 403) and the requirements of any National Pollutant Discharge Elimination System ("NPDES") permit or "Waste Discharge Requirement" issued to the city by a California Regional Water Quality Control Board or other agency. This chapter is enacted pursuant to the city's authority under Article XI, § 7 of the California Constitution, the California Health & Safety Code and the California Water Code, and any successor statutes or regulations.
