The Purchasing Officer, as defined in Chapter 41, is authorized to sell or dispose of surplus personal property having a salvage value in the open market. Property disposition may occur by public auction, competitive sealed bids, or exchange or trade in for new goods. The sale or lease of surplus personal property to a governmental, public, or quasi-public agency may be without advertisement for or receipt of bids.
