Unless otherwise provided, all notices and citations required by this chapter must be served on citee via personal service or first-class mail, postage prepaid, to citee’s last known address. Service is effective when personally served or when deposited into the United States mail. The individual serving a citee with notice must complete a declaration of service. Failure to receive any notice does not affect the validity of the proceedings conducted under this chapter.
