(A) The City Manager shall be the chief administrative officer of the city. He may head one or more departments and shall be responsible to the City Council for the proper administration of all affairs of the city.
(B) To that end, he shall have the power and shall be required to do the following:
(1) Appointment and removal of city employees; exceptions. Appoint and, when necessary for the good of the service, suspend or remove all officers and employees of the city except the City Clerk, the City Treasurer and the City Attorney, or as otherwise provided by law, and except as he may authorize the head of a department or office to appoint, suspend or remove subordinates in such department or office.
(2) Preparation and administration of budget. Prepare the budget annually and submit it to the City Council together with a message describing the important features and be responsible for its administration after adoption.
(3) Financial report. Prepare and submit to the City Council as of the end of the fiscal year a comprehensive annual financial report of the city for the preceding year.
(4) Financial condition of city; future needs. Keep the City Council advised of the financial condition and future needs of the city and make such recommendations as he may deem advisable.
(5) Recommend adoption of necessary measures. Recommend to the governing body adoption of such measures as he may deem necessary or expedient for the health, safety or welfare of the community or for the improvement of administrative services.
(6) Pay schedule. Recommend to the governing body a standard schedule of pay for each appointive office and position in the city service, including minimum, intermediate and maximum rates.
(7) Consolidation of offices, departments, and the like. Consolidate or combine offices, positions, departments or units under his jurisdiction with the approval of the City Council. The City Manager may be the head of one or more departments.
(8) Attendance at meetings. Attend all meetings of the City Council unless excused therefrom and take part in the discussion of all matters coming before the City Council. He shall be entitled to notice of all regular and special meetings of the City Council.
(9) Purchase of supplies, and the like. Supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget.
(10) Enforcement of laws. See that all laws and ordinances are duly enforced.
(11) Investigation of activities and complaints. Investigate the affairs of the city or any department or division thereof. Investigate all complaints in relation to matters concerning the administration of the government of the city, and in regard to service maintained by the public utilities in the city, and see that all franchises, permits and privileges granted by the city are faithfully observed.
(12) Discharge of duties. Devote his entire time to the discharge of his official duties.
(13) Public improvement projects. Develop and organize necessary public improvement projects and programs and aid and assist the City Council and the various departments in carrying the same through to successful conclusion.
(14) Public relations. Serve as public relations officer of the city government and follow through and endeavor to adjust all just complaints filed against any employee, department, division or service thereof.
(15) Cooperation with community organizations. Cooperate with all community organizations whose aim and purpose it is to advance the cultural and material interests of the city and its people and provide them with assistance through the city government.
(16) Handling of mail and communications. Receive and open all mail addressed to the City Council and give immediate attention thereto to the end that all administrative business referred to in such communications, and not necessarily requiring Councilmanic action, may be disposed of between Council meetings; provided, that all actions taken pursuant to such communications shall be reported to the City Council at its next meeting thereafter.
(17) Additional duties. Perform such other duties as may be required by the City Council, not inconsistent with the state law or the ordinances of the city.
(18) Signature authority. The City Manager, as well as a department head, is hereby authorized to execute documents as provided in Cal. Gov't Code § 40602, whenever the City Council has approved the execution by the City Manager or department head by resolution, motion, minute order or other appropriate action.
