§ 31.29 POWERS AND DUTIES.
   The Director of Finance and Administrative Services shall be the head of the Finance and Administrative Services Department of the city and shall have the power and is required to do the following:
   (A)   Administration of financial affairs. Have charge of the administration of the financial affairs of the city under the direction of the City Manager.
   (B)   Budget. Compile the budget appropriations and revenue estimates for the City Manager.
   (C)   Accounting system. Maintain a general accounting system for the city government and its related agencies.
   (D)   Disbursements. Supervise and be responsible for the disbursements of all money. Review all purchase orders before issuance and review all bills, invoices, payrolls, claims and demands or other charges against the city government before payment; and, with the advice of the City Attorney, when necessary, determine the legality and correctness of such claims, demands or charges to insure that budget appropriations are not exceeded.
   (E)   Financial reports. Submit to the City Council through the City Manager a monthly financial statement in summary format to show the comparison of budget to actual of the city; and as of the end of each fiscal year, submit a comprehensive annual financial report.
   (F)   Property inventory. Supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies.
   (G)   Other delegated duties. Perform all the financial and accounting duties previously imposed upon the City Clerk. The City Clerk shall be relieved of all such duties, including all such duties imposed upon the City Clerk by Cal. Gov't Code Article 1, Chapter 4, Part 2, Division 3, Title 4, and by Cal. Gov't Code § 40805, inclusive.
   (H)   Risk management. Have charge of the risk management of the city and may, with the consensus of the City Manager, delegate any duties related to risk management to any officer, employee, or contractor of either the city or any risk or insurance authority in which the city is a member.
   (H)   Other functions. Perform such other functions as the City Manager may specify or such other functions as may be prescribed by action of the City Council.
