Any nonconforming structure or structure containing a nonconforming use, other than an oil or gas well, which is damaged or partially destroyed by casualty or calamity shall be repaired or reconstructed only if the cost of restoration to its immediate prior condition does not exceed 150% of the assessed value of the entire structure based on the assessment roll current immediately prior to the time of damage or destruction. In determining the replacement cost, there shall not be included therein the cost of land or any factors other than the nonconforming structure itself. All construction and repairs shall be started within one year from the date of damage and pursued diligently to completion. Any repairs or construction shall not extend the date of termination for the nonconforming use as set forth in this chapter.
