Any building or structure erected, constructed, altered, enlarged, converted, moved, or maintained contrary to the provisions of this title, and any use of land, building premises established, conducted, or maintained contrary to the provisions of this title, shall be, and the same is, declared to be unlawful and a public nuisance. The city attorney shall, upon request of the city council, immediately commence action or proceedings for the abatement and removal and enjoinment thereof in the matter provided by law and shall take other steps and relief as well as abate and remove such building or structure or use of property contrary to the provisions of this title.
