13.12.120: COMMERCIAL OR PRIVATE HAULERS:

No private or commercial hauler shall be allowed to collect or dispose of commercial solid waste generated by businesses or through the use of commercial property within City without having first obtained from District a license to operate as a private or commercial hauler.
