The city council may contract with any public agency or private corporation or other municipality or individual for the joint use of poles and other property belonging to the city or to the other party. The city council may also contract with any other party for the joint acquisition of real property and franchises, and the joint financing, construction, operation and maintenance of power generating facilities, transmission lines and other property.
