That certain booklet entitled "Santa Clara City Construction Design Standards", prepared and published in book form by the city of Santa Clara and as amended from time to time, a copy of which has been filed for use and examination by the public in the office of the city recorder, is approved and adopted as the minimum specifications and standards for the city.
