That certain publication entitled "Utah criminal and traffic code", prepared and published in book form by the Utah safety council, copies of which have been filed for use and examination by the public in the office of the city recorder, and as updated from time to time by the Utah safety council, is hereby approved as the criminal and traffic code of the city insofar as the city has the jurisdictional authority to enforce them.
