The director shall employ and designate those employees and volunteers within the public safety department who shall perform the duties of animal control officers. Animal control officers shall be authorized to enforce the provisions of this title in all respects, including, but not limited to, the apprehension and impoundment of animals found in violation of this title and to issue criminal citations and/or notices of violation for any violations of this title.
