The purpose of this chapter is to establish a system of imposing license fees upon persons engaging in business within the limits of the city as contractors. The licenses are designed to be determined upon the basis of each contract or job being performed. It is the opinion of the city council that this method of determining the amount of fee will result in fair taxation and will not discriminate against the contractor who performs only a few jobs within the city limits as distinguished from the contractor who performs many.
