A. There is hereby created and established a police department for the city. Said police department shall consist of one chief of police and such additional police officers as the city council may from time to time deem necessary and proper.
B. The chief of police and other members of the police department shall be appointed by the mayor, by and with the advice and consent of the city council. The chief of police may make recommendations to the mayor for the appointment of police officers, but neither the mayor nor the city council shall be bound by such recommendations. (1988 Code § 1-2-1)
