4-1-5: ABATEMENT BY CITY; COSTS:
Within ten (10) days after notice of abatement to the owner or occupant of the property to do so, in writing, or by letter addressed to such owner or occupant at his post office box address, or within ten (10) days after notice by publishing once in the official city newspaper, the mayor or his designated representative may proceed to abate such nuisance and shall prepare a statement of costs incurred in the abatement thereof. The expense of such procedure and the civil penalty shall be charged upon the owner and shall become a valid and enforceable personal obligation of the owner, tenant, or person in control of such premises which may be recovered by the city in a suit brought for that purpose.
