It shall be unlawful for any person to keep or maintain or to allow or permit to be kept or maintained, upon any premises owned or controlled by him/her in the city, any dog, either male or female, being kept mainly for breeding purposes, within three hundred feet (300') of any dwelling house other than the one occupied by the owner or person in control of such dog.
