It shall be unlawful for any person to establish, keep or maintain or to allow or permit to be established, kept or maintained, upon any premises owned or controlled by him/her in the city, any dog kennel, any portion of which is situated within one thousand feet (1,000') of any dwelling house other than the one occupied by the owner or person in control of such dog kennel.
