26.04.11: EXEMPTIONS FROM TAX:

The special public safety tax hereby imposed shall not be imposed upon a federal or state governmental agency or any local agency or upon any parcel of property that is exempt from the special tax imposed by this article pursuant to any provision of the constitution or any paramount law.
