Notwithstanding any provision to the contrary in the most recent editions of the California Building, Electrical, Fire, Mechanical, Plumbing and Residential Codes (as adopted by the City), Boards of Appeal or similar reviewing authorities that are established by those codes shall not have the authority to consider determinations of the Planning and Building Director or other government officials, that a responsible person has violated this chapter.
