25.01.01: PERMITS REQUIRED:

It shall be unlawful for any person to begin or perform any construction work or construction activity or to cause or permit any construction work or construction activity, for which a permit is required by this chapter, to begin or perform on any residential or commercial parcel of property without having first obtained said permit.
