It is hereby declared that in the creation by this chapter of the respective classes of zones and area districts established by section 23.01.05 of this article, the commission and the council have given due and careful consideration to the peculiar suitability of each and every zone and district for the particular regulations applied thereto and the necessary, proper and comprehensive groupings and arrangement of the various uses and densities of population in accordance with a well considered plan for the comprehensive development of the city and in relation to established plans in the adjoining unincorporated areas and municipalities.
