23.01.03: PURPOSE OF CHAPTER:
The City Council hereby finds, determines and declares that the preservation of the public peace, safety, morals and general welfare of the City require the creation and division of the City into districts and the regulations therein of certain trades and callings, the height and bulk of buildings and the areas of yards, courts and other open spaces for the purpose of providing adequate light and air; lessening congestion in the streets and other public ways; securing safety from fire, panic and other disasters and dangers; preventing the overcrowding of land or buildings; avoiding undue concentration of population; conserving the value of property; and encouraging the most appropriate use of land throughout the City, all in accordance with the Comprehensive Plan contained in this chapter, including "the zone and district map" and the "yard requirement map" referred to herein and made a part hereof.
