The failure of the subdivider to file the final map with the City Engineer within the period required by Sections 22.03.01 and 22.03.02 of this Article and to have such map recorded in the office of the County Recorder within one year after the date of approval or conditional approval of the tentative map by the Council shall automatically terminate and void the proceedings.
