A. It shall be unlawful for any person to place, plant or cause to be placed or planted any tree or vegetation other than grass, ground cover, and/or shrubs without obtaining a permit from the director of planning and building;
B. It shall be unlawful for any person to cut down, injure, destroy or remove any vegetation, or install, damage or remove any ornament or improvement; provided, however, that this section shall not apply to the removal of vegetation or any ornament or improvement by a city employee, unless permitted by subsection A of this section.
