Any person owning any property abutting upon any parkway and desiring to have any planting therein or thereon removed or relocated shall file with the Park Committee a written application for a permit therefor. Such application shall state the name, the business or residence address of the person desiring such permit, shall describe with reasonable detail the location for which the permit is desired and the reason therefor, the character or nature of the work for which the permit is sought and shall contain an agreement that if the permit is issued, the applicant will pay the entire cost and expense of such removal or relocation of such planting.
