No map of a proposed subdivision of property in the City shall be approved or accepted by the City Council until the Park Committee shall have approved the nature and character of the proposed planting, if any, in the parkways thereof and the nature and character of the underground installations, if any, in the parkways or under the sidewalks thereof.
