No permit shall be issued with respect to the laying of gas, water or sewer mains longitudinally in any parkway or under any sidewalk in the City unless approval is given by the City Council, and no map of any proposed subdivision shall be approved or accepted by the City Council where gas, water or sewer mains are proposed to be laid longitudinally in the parkways or under the sidewalks thereof 2 .
