02.03.06: LIMITATIONS ON POWERS:
The powers and control of the City Manager shall not be applied to the City Attorney, City Treasurer or the members of the Planning Commission, Library Board or other boards or commissions established by the Council unless such authority is specifically granted thereto by the Council.
