All persons applying for a certificate of public convenience and necessity shall file with the city clerk a sworn application containing all information required in sections 12.02.02 and 12.02.03 of this chapter. All applications shall be accompanied by a fee set by city council resolution; provided, however, that an applicant who also requests to operate a taxicab stand need pay only one application fee.
