The Commission Chair or the Commission Chair’s designee will serve as the executive director of the Agency and exercise the Agency’s executive powers. In carrying out the executive powers of the Agency, the Commission Chair or his or her designee may exercise all rights and powers not expressly required by the Act to be performed by the governing body of the Agency.
