(A) There is hereby established the County Library Board of Directors, which shall consist of not less than five and not more than nine Directors chosen from the residents of the county.
(B) Only one Director of the Board may be a member of the Board of County Commissioners at any one time.
(C) All Directors shall be appointed by the county executive with the advice and consent of the Board of County Commissioners. Appointments of the Board shall be made before July 1 of each year in which the appointment is necessary.
(D) Directors shall be appointed to serve for four-year terms, or until their successors are appointed, and shall not serve more than two consecutive full terms.
(E) Terms of Directors shall be staggered so that approximately one-quarter of the Board is appointed each year.
(F) Vacancies created by resignation, death, removal or otherwise shall be filled for the duration of the unexpired term in the same manner as the original appointment.
(G) The county executive may remove any Director for misconduct or neglect of duty.
