(A) The county shall terminate all non-conforming uses, except billboards, by providing a formula establishing a reasonable time period during which the owner can recover or amortize the amount of his or her investment in the non-conforming use, if any.
(B) (1) The county may terminate a non-conforming use due to its abandonment.
(2) The time period for abandonment is one year of uninterrupted vacancy as consistent with this chapter.
