(A) Before an electronic meeting may be called to order, all members of the public body shall be given an opportunity to participate in the meeting and no electronic meeting shall be convened unless the quorum is physically present at the anchor location. However, if a proclamation of local, state or national emergency is in effect, a majority of a quorum need not be physically present at the physical location from which the electronic meeting originates or from which the public body members are connected to the electronic meeting in order for an electronic meeting to be held.
(B) Those attending the meeting electronically should connect at least ten minutes prior to the beginning of the meeting to allow for any technical issues to be resolved.
(C) If a participant cannot connect before the meeting, a brief recess may be called to allow for the electronic connection of a participant.
(D) Before an electronic meeting may be called to order, all members of the public body must be given an opportunity to participate in the meeting and no electronic meeting will be convened unless a quorum of the public body is able to participate either in person or electronically in the meeting.
