For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANCHOR LOCATION.
(1) The physical location from which the electronic meeting originates or from which the participants are connected.
(2) PRIMARY ANCHOR LOCATION is established at the Commission Chambers located at 117 South Main Street, in Monticello, Utah, unless that location is inoperable due to an emergency or following the county’s Continuity of Operations Plan requiring other secondary locations to be established due to a significant event.
ELECTRONIC MEETING. A public meeting of the County Board of Commissioners or other county public board, commission or body convened and conducted by means of a telephonic conference device or other electronic means, allowing each member of the public body to call into to the anchor location and participate concurrently with all other members of the public body in the conduct of the meeting and which former allows members of the public to hear the meeting and when appropriate give public participation or public comments.
MEETING ADMINISTRATOR. The chair of the public body or other member specifically assigned and designated to ensure proper operation of the electronic conference equipment at the anchor location to assure that all members of the public body and, when necessary the public, are able to participate in the electronic meeting.
MEMBER. A member of an elected or appointed public body.
PUBLIC BODY. Any commission, board, special service district, subdivision of or other entity required by state code to comply with the state’s Open and Public Meetings Act, being UCA Title 52, Ch. 4.
