The county does not intend to dictate a specific standard of construction to a subdivider for a private road; except that, the standard must allow reliable vehicular access for emergency, delivery of goods and services and the installation and service of utilities. Again, as previously stated above, a dedication of a private road does not trigger the county’s duty to maintain such a road until it has been constructed or improved to the county road standards.
