One of the members of the board shall be designated by the president, with the consent of the village board, as chair of the board, and shall hold his office as chair until his successor is appointed. The chair, or in his absence, the acting chair, may administer oaths and compel the attendance of witnesses. (1982 Code § 2-3-1)
