9-3-1: DEFINITION:

The term "billboard", as used in this chapter, is hereby defined to mean, and for the purpose of this chapter shall be construed to mean, any signboard or similar structure, the sole or primary purpose of which is to be used for the display of advertisements or notices. (1982 Code § 4-5-1)
