8-2-5-3: PRELIMINARY TREATMENT OR FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense. (Ord. 318, 2-20-1995)
