No free service of the village waterworks system shall be furnished to any person, firm, organization or corporation, public or private. Every user of the village waterworks system, except the fire protection district, the park district and tank wagon users paying for water at the time of obtaining same, shall have a metered water connection to said system, and every such water meter shall be sealed and read by the village.
