Water service shall be furnished only to village users upon filing an application and water user's agreement with the water superintendent or village clerk, or designated agent, upon a form to be supplied by the village. Such application shall be accompanied by payment of a water deposit and any required tap-on fees as specified in section 8-1-2 of this chapter. Applications made and accepted prior to the effective date hereof under prior ordinance provisions shall be valid, and the water deposit hereinafter provided in this chapter applies as to applications made after the effective date hereof. Users shall include on the application the social security number and valid driver's license or state identification of the individual responsible for payment of water usage.
