§ 30.54  RELATION TO CITY COUNCIL.
   (A)   Except for matters of inquiry, the City Council shall deal with the administrative services and personnel of the city through the City Manager.
   (B)   This system effectively allows the City Council to voice its policies and instructions through this officer.
