To act as the Chief Appointive Administrative Officer of the city under the direction and control of the City Council charged with those administrative functions enumerated in this section and otherwise lawfully delegated to him or her by the City Council; and, in so acting, to supervise and coordinate the actions and efforts of all departments of the city.
