It is unlawful for any person to drain water or permit water to be drained from any property under his use or control on to any public street, alley or thoroughfare in the manner or amounts as to result in damage thereto; or be likely to result in damage thereto if continued without abatement: or to constitute a hazard to travel by the public; or be likely to constitute a hazard to travel by the public if continued without abatement.
