It is unlawful for any person to intentionally alter, change, deface, destroy, mutilate, remove, take down or take away any notice posted or put up in the city by any department, office or officer of the city, by authority of any ordinance of the city, or for the purpose of calling attention to the provisions of any penal ordinance or health regulation of the city, without the consent of the department, office or officer which issued, posted or put up the notice.
