Upon receipt of a written request from any person required to comply with the notice and order or final order, the City Manager, in his or her discretion, may grant an extension of time within which to complete the abatement, if the City Manager determines that such an extension of time will not create or perpetuate a situation imminently dangerous to life or property. The City Manager shall have the authority to place reasonable conditions on any extensions he or she may grant pursuant to this section.
