It is an infraction for any person to possess any receptacle containing any alcoholic beverage which has been opened or a seal broken or the contents of which has been partially removed in, about or on any public park without a written permit issued by the City Administrator. The City Administrator is authorized to issue the permits without the prior approval of the City Council.
