Nothing herein shall be construed to prevent the driving and operating of fire apparatus upon any streets of the city nor shall this subchapter, by its terms, prevent equipment owned by the city from being operated upon any of the streets of the city. Neither shall this subchapter, by its terms, be construed to apply to the moving of houses, buildings or structures upon and over the streets of the city. The provisions of this section shall not apply to:
(A) Passenger buses under the jurisdiction of the Public Utilities Commission and school buses; or
(B) Any vehicle owned or controlled by:
(1) A public utility or licensed contractor while necessarily in use in the construction, installation or repair of any public utility; or
(2) The holder of a franchise issued by the city for the removal of garbage, waste or refuse.
