For the purpose of this subchapter,
PEDDLER shall mean and include every person who travels from place to place, or house to house, and solicits or takes orders for books or subscriptions of magazines, periodicals, or newspapers or who canvasses for or makes demonstrations of any goods, wares, merchandise, or things or articles of value; provided, however, PEDDLER shall not include route salespersons of an established business in the city.
