The Community Development Director shall act upon the application for a sales permit within 15 days after the filing thereof or at its next regular meeting. If the Community Development Director disapproves the application, it shall cause to be mailed to the applicant, within five days after its decision, a notice of its action, stating the reasons for denial of the permit. Such notice shall be mailed to the applicant at his address as given in the application.
